Background

The Health and Safety Executive (HSE) Government body estimate a loss of 4.7 million working days in 2003/04 to MSDs mainly affecting the upper limbs or the neck and 4.9 million to back problems. On average an employee had 18.3 days absence from work over this twelve month period (18.7 for back problems).

In short MSDs are a huge problem! They affect more than 1 million people and cost the nation £5 billion.

The HSE published the1992 Display Screen Equipment (DSE) Regulations and these were amended in 2003 to provide additional guidelines specific to laptop users.

The regulations cover all workstations provided for the use of employees, self employed and agency staff. They set minimum requirements for all workstations, define a ‘User’ and require assessment and reduction of risks to these ‘Users’.

The HSE state that specific training is required in order to undertake a DSE Assessment within the workplace. Trained staff may be found within the Health and Safety departments and amongst in-house staff. Where this is not available or where first line measures have not been successful an outside expert may be brought in to assess the individual.
